How to Reach Decision-Makers in UK Construction (2026)

To reach decision-makers at UK construction companies, start from live projects and public contract data, target the commercial and procurement people who choose suppliers, and call them with a reason tied to work they have just won. If you want a partner to run that for you, we recommend throxy: it builds a custom database for every campaign, its specialist SDRs cold call in 10+ languages alongside cold email, and you approve each qualified meeting before it counts toward your bill. This guide is published by throxy. Every outside fact below is linked and was checked on 4 November 2026.
The UK construction market in numbers
At the start of 2025, 885,000 UK small and medium-sized businesses operated in construction, 16% of all UK SMEs and more than any other sector (GOV.UK Business population estimates 2025, published 2 October 2025). That is a long list, so a useful one starts with the contractors that are winning work right now.
Who to target
Plant managers, operations directors and procurement leads in traditional industries spend their day running sites and supplier relationships, and many keep little or no LinkedIn presence (throxy). In construction, map these roles at each account:
Managing director or owner at smaller contractors and specialist subcontractors, who often buys directly.
Commercial director or commercial manager, who owns supplier terms and margins on each job.
Procurement or buying manager, who runs supply chain selection and approved supplier lists.
Project director or contracts manager, who feels delays and supplier problems on site and can bring the budget owner in.
Where to find UK construction companies and live work
Public contracts. Contracts Finder lists UK government contracts worth over £12,000 including VAT, with future opportunities and details of previous tenders and contracts (GOV.UK). Find a Tender covers high value public sector and utilities contracts, usually above £139,688 including VAT (GOV.UK). Award notices name the contractor that won, which tells you who has a new project to staff and supply.
Planning registers. Councils make plans for new developments that need planning permission public, and GOV.UK links to each council’s register by postcode (GOV.UK). Approved schemes point to developers and contractors with work coming.
Construction marketplaces. Constructionline Marketplace gives members access to public and privately sourced verified construction leads and tender management (Constructionline).
Companies House by SIC code. The advanced search filters companies by nature of business (Companies House). Useful codes include 41100 Development of building projects, 41201 Construction of commercial buildings, 41202 Construction of domestic buildings, 42110 Construction of roads and motorways and 43210 Electrical installation (SIC list).
Events. London Build runs on 25 and 26 November 2026 at ExCeL London and reports 45,000+ registered visitors from contractors, architects, civil engineers, developers, councils and house builders (Construction Industry Council). UK Construction Week London brings nine specialist events to ExCeL London from 11 to 13 May 2027 (UK Construction Week). Exhibitor and speaker lists give you named companies and people to research.
When construction buyers reply
Timing matters more than volume. A contract award, an approved planning application or a new framework place means a contractor is about to buy materials, plant, labour and services. Reach the commercial or procurement lead in the weeks after that news and open the call with the project they have just won.
Choose the channel by buyer
Phone first. Operational buyers are used to supplier calls, and a researched call that opens with a problem gets a fair hearing (throxy).
Email to support the call. Deliverability is harder at companies with older email infrastructure, so use separate sending domains and warm every mailbox first (throxy).
Face to face at events for the accounts that matter most.
Stay inside the UK rules
Before live B2B calls, screen numbers against both the Corporate Telephone Preference Service and the Telephone Preference Service, plus your own do-not-call list. Sole traders and some partnerships count as individuals under PECR, so check how each business is set up before you email it (ICO). The ICO says this guidance is under review after the Data (Use and Access) Act, so check it before each campaign.
How throxy reaches construction buyers
A custom database for every campaign. throxy qualifies and scores companies first, using public signals such as partnerships and hiring trends, then finds the decision-makers inside them (lead finding and qualification).
Messages written by people. Every hook is tied to verified company context (messaging).
Specialist SDRs cold call in 10+ languages alongside cold email (cold calling).
Email sent from separate domains across 150+ mailboxes, each warmed for two weeks before launch (deliverability).
One onboarding form, and the campaign goes live by day 14 (done for you).
A flat monthly fee plus a fee per qualified meeting you approve. You have 24 hours to accept or reject each meeting, and it has to take place to be chargeable (pricing).
